Abstract

In a context characterized by the globalization of trade and the increasing intensity of logistical flows, logistics hubs are increasingly regarded as key drivers of territorial attractiveness. However, their economic performance is often associated with socio-spatial polarization, raising questions about their contribution to balanced territorial development.

This article seeks to move beyond a purely economic perspective on territorial attractiveness by introducing the concept of inclusive territorial attractiveness (ITA). Drawing on economic geography, logistics studies, and territorial governance theories, it develops an original conceptual framework articulating four main dimensions: logistics performance, territorial polarization, territorial governance, and inclusive territorial attractiveness.

The proposed model highlights the central role of territorial governance as a mediating variable, shaping the capacity of territories to transform the concentration of flows into broadly distributed economic, social, and territorial benefits. Three key transformation levers are identified: local embeddedness, environmental and social acceptability, and the territorial redistribution of benefits.

The article formulates four research propositions to guide future empirical testing of the model. It thus contributes to renewing debates on the relationship between logistics and territorial development by proposing an integrated approach grounded in spatial justice and sustainability principles.
