Since its independence, Morocco has engaged in the process of decentralization, which has resulted in the creation of local public administrations known as territorial collectivity; This approach was founded on the new constitution and the ratification of the organic law in 2011. From this standpoint, and in light of the many dysfunctions, it was important to implement a new public management model that is action-oriented and prioritizes citizen happiness.
