Abstract

This academic article is a legal study, which aims to clarify the Moroccan government's policy in terms of public affairs management, by examining the strategy of good governance. Indeed, the Moroccan constitution stipulates the government's obligation to comply with the legal principle of good governance. The government is urged to adopt economic and social development strategies based primarily on this good governance of its public administrations, which are an essential player in the daily lives of citizens and a ornerstone in transactions between the State and the user. The actions, decisions and initiatives taken by Moroccan public administrations can either foster a positive atmosphere of trust and social peace, or provide an opportunity to criticize or cast doubt on state policies. Public administration, including its decisions and agents, represents the formal and visible aspect of the State and public authorities. It is therefore crucial to create a favorable image of the Moroccan state and its institutions.Good governance requires prerequisites such as transparency and accountability, and a system of sanctions in the event of deviation. Without them, this policy would be nothing more than an aborted project, doomed to failure.

We will see how the people and the government influence the realization of the royal and constitutional vision of a healthy, well-governed Moroccan public administration. We'll look at the situations that give rise to mismanagement and those who benefit from it, as well as the solutions that can be proposed.
